The challenges and opportunities of global migration can be illuminated through research and policy
analysis. We have included on these pages links to major reports and studies focusing on policy options and promising
practices designed to achieve immigrant integration. Although the federal government has exclusive jurisdiction over immigration policy (rules and procedures for entry into the United States),
states and localities exercise responsibility for immigrant
policy (the policies that help newcomers integrate into the country's economic, social, and civic life). This is not to say
that the federal government does not share responsibility for immigrant policy, nor that immigration policy does not have
some impact on immigrant policy, only that the primary responsibility for immigrant integration in countries with federal
systems of government, such as that in the United States, rests with state and local authorities, working in partnership with
private sector organizations and members of immigrant communities.
